Care givers working on Orphans and Vulnerable Children programmes in Osun state want government at all levels, donor agencies and organizations, to create a programme that will support Vulnerable Youths that are out of OVC formal Support Programme.
This they say will consolidate support provided to Vulnerable Children so that they can stand on their own and play meaningful role in the society.
This special report examines the challenges faced by Vulnerable Children above eighteen years of age and what could be done to better their lots.
Orphans and Vulnerable Children are refers to as group of Children who are more exposed to risk than their peers and may experience negative outcome such as loss of education , morbidity and malnutrition.
To meet their Social needs programmes have been evolved and support is being provided by different ngo’s and agencies such as DFID, USAID and Global fund.
Experience has shown however that due to cultural and economic Climate in Nigeria, those officially above eighteen years of age who are out of this formal programme are still faced with enormous challenges in finding their feet in the society.
Two of this group of youths that can be classified as out of programme in Ilesa, Osun state Inuwa Lous and John Samuel spoke with Radio Nigeria about their dreams and limitations
Some Care givers providing services to Vulnerable Children Mr. Oginni Razak of the Ebenezer Youth Care Iponda and Miss Fasanya Tolulope of Centre for Life support Mission Osogbo explained challenges faced by these youths when out of support programme.
Describing the situation as a big challenge, the Executive Director of a Non- Governmental Organization, Living Hope Care Ilesa Ms Ibiyemi Fakande and another Programme Officer on OVC Programme, Mr. Olashore Emmanuel argued that practical steps should be evolved to bail out these youths
A Royal father in Osun State, the Owalare of Ilare Ijesa, Oba Emmanuel Adejoro also lend his voice to the plight of the Vulnerable youths out of programme.

Professional from different fields of human endeavors kept toiling day in day out to address various issue facing humanity.
Speaking on the value of research Dr Morenike Ukpong of Child Dental Health Department, Obafemi Awolowo University, Ile-Ife, Osun state noted that researchers especially in Africa needed to adhere strictly to international best practices and ethical standard
While describing community based organizations as a vital tool in research process, Dr Ukpong who is also a researcher and trainer on new HIV-AIDS vaccines called on researchers to always secure consent of civil society groups to validate and enrich quality of their works.
Another researcher and Programme Manager for new HIV Vaccines and Microbicide Advocacy Society, Mrs. Florita Zereki highlighted on the need for CBO’s to be educated in research process, saying that with proper orientation and involvement, any community affected by a condition would get useful feedback.
In a separate interview, the Coordinator of a Community Based Organization, Word Foundation Life Care Ikire, Osun state Reverend Adetoyese Adedeji affirmed that researchers would have more impact with the engagement of grassroots organizations.
Reverend Adedeji added that with proper training and empowerment of community based organizations, standard of researches would be raised for societal developmentSpecial Report

The 43rd  President of the United states of America, President George Bush wants African Leaders to set new priorities on saving lives of Millions of people living with  HIV as well as protect the interest of vulnerable groups in the continent.
President Bush stated in Addis Ababa Ethiopia at the opening ceremony of the 16th International conference on AIDS and STIs in Africa.
Radio Nigeria Correspondent  Timothy Bamidele in Addis Ababa reports that the 16th international conference being attended by over ten thousand delegates from across the world provides an opportunity to promote sectoral achievement in AIDS response and to strengthen partnerships among governments, civil societies and development partners.
In a keynote Address President Bush who said investment in HIV is for preservation of life challenged African leaders to take practical step in sustaining efforts at combating hiv prevalence in the continent.
He  gave an assurance that America would not succumb to the temptation of abandoning nations battling with the disease
In an Address the Executive Director of the joint United Nations programme on HIV-AIDS UNAIDS,  Dr  Michel Sidibe  said the conference provides a sober moment to remember 24million Africans lost to the scourge, and to demonstrate solidarity for 34 million people living with the virus,
 While lamenting the declining fund from the donor agencies, Dr Sidibe said it will be tragic to let down effort at this point in the history of fighting the disease.
Speaking on the behalf of youth, women and people living with HIV Ms Melao Phillipus, from Namibia  who has been living with the virus since the age of nineteen stressed the importance of empowering youths with necessary information so that they would not be infected with the virus.
In his opening speech, the Prime minister of the  Republic of Ethiopia, Mr Melez Zenawi who said his country was honored to host the international conference buttressed the need for African leaders to develop innovative  and sustainable strategies for mobilizing new resources at the human , intellectual and material front at combating the disease
The 16th International conference with the theme “own. Scale up and sustain has dignitaries including leaders of African countries and their wives, diplomats, donor agencies, development partners, civil societies, non-governmental organizations in attendance.
Highlights of the opening ceremony was award of distinguished leadership conferred on President George Bush for his initiative in 2001 on the scourge of HIV-AIDs in Africa .

African Leaders have been challenged to adopt and expand health insurance scheme to provide adequate funding for health and HIV in the continent.
The Director-General of the National Agency for the Control of Aids NACA, Professor John Idoko stated this in Addis Ababa Ethiopia where he joined other speakers at a special plenary session which focused on ‘Keeping the Promise in the Aids response’.
Radio Nigeria Correspondent reports that the session provides stakeholders to share evidence and articulate efforts on promises made towards the epidemic’s response, challenges and way forward to ultimately fulfill these promises.t
Addressing a plenary session, Professor Idoko who described the engagement of health insurance scheme as a game changer said it was lamentable that in Africa only four percent of total health expenditure is sourced from Health Insurance.
The Director General of NACA who also presided over a satellite session on Defining the African HIV vaccine Agenda said Africa leaders must rise up to meet up with the theme of the conference which is to own, scale up and sustain through finding creative means of funding the management of HIV- AIDS especially investment on research into HIV vaccine.
In a presentation, the Director of the London school of tropical medicine and Hygiene, Dr Peter Piot said in view of the fact that Africa has the largest number of people living with HIV-AIDS; solution to African problem can only come within Africa, saying that that reduction in global funding was a crisis for Africa.
Dr Piot who expressed delight that funding in Africa has gradually increased spelt out the way forward.
The conference which dovetailed to several satellite sessions also see a call by the Executive Director of the African Aids Vaccine Partnership Dr Chidi  Nweneka on the need for African Leaders to exercise political will and sourced for funding that would facilitate the development of HIV vaccine
 In a remark, a delegate to the conference who is also the Chairman House Committee on HIV-Aids, Malaria, Tuberculosis and Leprosy in the Federal House of Representatives, Dr Kugbu Haruna said Nigeria legislative was poised at ensuring that necessary funding was sourced not only for prevention but for research and development of HIV vaccine through effective legislation
The conference also featured a number of side attractions including a group of volunteers who marched through the conference venue demanding action from African leaders on new funding strategy.
